Behold, The greatest idea ever: The server lies to us about how much health we have.
No longer would healers watch health bars because they would be utterly meaningless. Healers would instead have to watch the environment. Estimate people's original health pools, see how much they've been standing in fire, and assume the tank is about to die any second. Exciting!
You're welcome.

An addon would be made to estimate the health of the players, just like omen estimated threat before blizzard implemented a threat API.
Given enough randomness to the damage output, the addon wouldn't be precise enough to trust.
But a good healer does that now.
I start a big heal because someone is standing in fire but has yet to take damage, I start casting as the boss does something, not when they take damage.
Even better, just get rid of healers altogether. Adventurers should die when they've been run through with a sword, or crushed with a hammer. After the fight is the time to tend to wounds.
@Dàchéng: That would break the entire instance and raid system. Maybe a future game can try having no combat healing.

Yeah, but so would your idea. I was just following your lead.
It was meant to be a mechanic on a few fights (which I failed to mention) and is still less dramatic than removing healing entirely.
