Apparently traffic signs didn't exist in force and right of way at intersections was decided by giving right of way to whichever car had the most dents. Stop lights actually increased accidents because there were people who would disregard them and use the old system. Also with half of the country being French and half being English colonially there were some citizens who when going to the doctor would only accept injections as therapy and some that would only accept pills.
